Biogas levy from 2011
Publication of the specific biogas levy in the H-gas market area of NetConnect Germany (NCG) and the L-gas market area of Open Grid Europe for 2011
According to Annex 4 of the Cooperation Agreement as amended on 29 July 2008 (KoV III), costs which the network operators incur through giving network access to biogas under GasNEV Section 20 are passed on (rolled over) in the jointly operated H-gas market area of NetConnect Germany (NCG). Within the NCG market area, the cost rollover starts with the market area-spanning network operators – Open Grid Europe, bayernets, GRTgaz Deutschland, Eni Gastransport Deutschland and GVS Netz. Under the provisions of Annex 4 of KoV III, these companies use the specific biogas levy to pass on the costs to the relevant exit points in their market area-spanning networks.
Open Grid Europe publishes the specific biogas levy applicable throughout the NCG market area. This levy is EUR 0.16/kWh/h/a in the NCG market area in the calendar year 2011.
The above-mentioned provisions of KoV III also apply in the L-gas market area operated by Open Grid Europe. In the calendar year 2011, the biogas levy in the L-gas market area of Open Grid Europe is EUR 0.05/kWh/h/a.
The relevant biogas levy is charged in addition to the network fees for all capacities at exit points to downstream network operators and end users connected directly to the network of Open Grid Europe. Under the terms of Annex 4 of the KoV III, exit points at storage facilities, border crossing points and market area boundaries are exempt from the biogas levy.
