Publication of the nationwide standard biogas levy

Under section § 7 of the Cooperation Agreement in conjunction with the guidelines for passing on the costs of biogas (“Leitfaden Kostenwälzung Biogas”) costs, which incurred by grid operators by giving grid access to biogas will be reported to the grid operator spanning the relevant market area and at a nationwide level passed on. This will start with the market area-spanning grid operators of the two market areas NetConnect Germany and Gaspool. In line with the referenced provisions on the specific biogas levy, these operators will pass on the costs involved to the relevant exit points of their market area-spanning grids.

Open Grid Europe is publishing the nationwide standard specific biogas levy. In the 2020 calendar year, this levy will be 0.6350 EUR/kWh/h/a nationwide.

The relevant biogas levy will be charged in addition to the grid fees at the exit points to directly connected end users and downstream grid operators of Open Grid Europe. Exit points at storage facilities, border crossing points and market area boundaries are exempt from the biogas levy.

Publication of the market area conversion levy

The market area conversion levy according to § 25 Terms and conditions for the entry and exit contract and § 10 KoV is calculated nationwide and applicable to all exit points in addition to the network fees. The market area conversion levy will not affect exit points as storage facilities, cross-border interconnection points and market area connection points.

For the calendar year 2020, the nationwide market area conversion levy will be 0.5790 €/kWh/h/a. The total announced nationwide costs for market area conversion are estimated at 179,168,392.21 € for the calendar year 2020. The total announced nationwide actual costs for market area conversion are 95,459,483.30 € for the calendar year 2018.

The relevant biogas levy will be charged in addition to the grid fees at the exit points to directly connected end users and downstream grid operators of Open Grid Europe. Exit points at storage facilities, border crossing points and market area boundaries are exempt from the biogas levy.

Publication of quality conversion charge to be passed on where market areas are converted from L-gas to H-gas.

Pursuant to Sec. 19a of the German Energy Industry Act and Sec. 10 of the Cooperation Agreement in conjunction with the BDEW Guidelines a quality conversion charge was introduced to pass on the costs incurred by a network operator for the technical network measures necessary to permanently convert his network from L-gas to H-gas to all networks within the market area in which the network of the quality-changing network operator is located.

Passing-on will start at the network operators responsible for the two market areas NetConnectGermany and Gaspool. These network operators will charge the specific levy for market area conversion to pass on the costs to all exit points on their market area-wide networks. The quality conversion charge will therefore be payable in addition to the network fees at exit points to final users directly connected or downstream network operators of Open Grid Europe as well as to storage facilities or border and market area crossing points.

Open Grid Europe will publish the uniform specific quality conversion charge in its price sheet. In 2019, the levy will be 0.00087145  €/kWh/h/d. This corresponds to an annual value of approx. 0.3181 €/kWh/h/a.

The total costs planned for NCG market area conversion amount to € 59.077.329,39  for 2017 and to € 132.257.041,18 for 2019.

This will start with the market area-spanning grid operators of the two market areas NetConnect Germany and Gaspool. In line with the referenced provisions on the specific biogas levy, these operators will pass on the costs involved to the relevant exit points of their market area-spanning grids.

Open Grid Europe is publishing the nationwide standard specific biogas levy. In the 2016 calendar year, this levy will be 0.00162454 EUR/kWh/h/d nationwide, corresponding to an annual figure of approx 0.59458 EUR/kWh/h/a.

The relevant biogas levy will be charged in addition to the grid fees at the exit points to directly connected end users and downstream grid operators of Open Grid Europe. Exit points at storage facilities, border crossing points and market area boundaries are exempt from the biogas levy.

In the market area of NetConnect Germany the levy for market region changeover from L-gas to H-gas will be 0.00005743 €/kWh/h/d for the calendar year 2016, which corresponds to an annual amount of approx 0.02102 €/kWh/h/a. The total announced costs for the market region changeover are estimated at 5,527.971.17 € in the market area of NCG for the calendar year 2016.

The levy for market region changeover will be charged in addition to the network tariffs at exit points to directly connected end-consumers, downstream network operators, storage facilities and exit points at cross-border interconnection points and market area connection points.

Open Grid Europe is publishing the nationwide standard specific biogas levy. In the 2014 calendar year, this levy will be 0.00164915 EUR/kWh/h/d nationwide, corresponding to an annual figure of approx 0.60194 EUR/kWh/h/a.

The relevant biogas levy will be charged in addition to the grid fees at the exit points to directly connected end users and downstream grid operators of Open Grid Europe. Exit points at storage facilities, border crossing points and market area boundaries are exempt from the biogas levy.

With effect from January 1, 2015, a quality conversion charge will be introduced for the first time pursuant to Sec. 19a of the German Energy Industry Act and Sec. 10 of the Cooperation Agreement as amended on June 30, 2014 (CoA VII) in conjunction with the BDEW Guidelines on levies to be passed on where market areas are converted from L-gas to H-gas.

The quality conversion charge will be introduced to pass on the costs incurred by a network operator for the technical network measures necessary to permanently convert his network from L-gas to H-gas to all networks within the market area in which the network of the quality-changing network operator is located.

Passing-on will start at the network operators responsible for the two market areas NetConnect Germany and Gaspool. These network operators will charge the specific levy for market area conversion to pass on the costs to all exit points on their market area-wide networks. The quality conversion charge will therefore be payable in addition to the network fees at exit points to final users directly connected or downstream network operators of Open Grid Europe as well as to storage facilities or border and market area crossing points.

Open Grid Europe will publish the uniform specific quality conversion charge in its price sheet. In 2015, the levy will be 0.00001101 €/kWh/h/d. This corresponds to an annual value of approx. 0.00402 €/kWh/h/a (in the sense of Sec. 10 (6a) CoA VII). The total costs planned for NCG market area conversion amount to € 187,568.09 for 2014 and to € 893,216.91 for 2015.

Publication of the first nationwide standard biogas levy

In line with an adjustment of § 20 b of the German Gas Grid Charges Ordinance (GasNEV), a nationwide standard biogas levy will be introduced as from January 1, 2014. So far, the biogas levy has been charged separately in the two market areas NetConnect Germany (NCG) and Gaspool (GP). This reform is intended to counteract the increasingly unequal distribution of load between the two market areas.

All other provisions for passing on the costs of biogas are stipulated in § 7 of the Cooperation Agreement as amended on June 28, 2013 (KoV VI) in conjunction with the guidelines for passing on the costs of biogas (“Leitfaden Kostenwälzung Biogas”).

Accordingly, costs incurred by grid operators by giving grid access to biogas will be reported to the grid operator spanning the relevant market area and, for the first time at a nationwide level, passed on. This will start with the market area-spanning grid operators of the two market areas NCG and GP. In line with the referenced provisions on the specific biogas levy, these operators will pass on the costs involved to the relevant exit points of their market area-spanning grids.

Open Grid Europe is publishing the nationwide standard specific biogas levy. In the 2014 calendar year, this levy will be 0.00140 EUR/kWh/h/d nationwide, corresponding to an annual figure of approx. 0.51 EUR/kWh/h/a.

The relevant biogas levy will be charged in addition to the grid fees at the exit points to directly connected end users and downstream grid operators of Open Grid Europe. Exit points at storage facilities, border crossing points and market area boundaries are exempt from the biogas levy.
