Biogas levy from 2013
Publication of the specific biogas levy in the market area of NetConnect Germany (NCG)
Under Section 7 of the Cooperation Agreement as amended on 29.06.2012 (KoV V) in conjunction with the guidelines for passing on the costs of biogas (the "Leitfaden Kostenwälzung Biogas"), costs which the network operators incur by giving network access to biogas are rolled over (passed on) in the jointly operated market area of NetConnect Germany (NCG). Within the NCG market area itself, this cost rollover starts with the market area-wide network operators Open Grid Europe, bayernets, Fluxys TENP TSO, GRTgaz Deutschland, terranets bw and Thyssengas. Under the said agreement and guidelines, these companies then use the specific biogas levy to pass on the costs to the relevant exit points in their market area-wide networks.
Open Grid Europe publishes the specific biogas levy which is applicable throughout the NCG market area. In the 2013 calendar year this levy will be 0.00071 EUR/kWh/h/d in the NCG Market area. This equates to an annual figure of around 0.26 EUR/kWh/h/a.
The biogas levy is charged in addition to the network fees for all capacities at exit points to downstream network operators and end users connected directly to the network of Open Grid Europe. Exit points at storage facilities, border crossing points and market area boundaries are exempt from the biogas levy.
